Proposition 486 Facts:
Prop 486, in place for nearly 40 years, is dedicated to road maintenance and preservation. It is separate from the recent funding efforts of Prop 417 (2017), which was removed by the courts, and Prop 469 (2022), which ultimately did not pass. Those efforts would have provided additional funding to build a new regional road network under the direction of the Pinal County Regional Transportation Authority.
This funding was originally passed by the voters in 1986 and renewed in 2005. Proposition 486 DOES NOT result in a tax increase – it is a continuation of the existing local funding for road maintenance and improvement for an additional 20 years.
Expiring in 2026, the half-cent Road Maintenance and Improvement Fund is distributed to Pinal County and local municipalities through a population-based formula. It supports road repairs, widening, preservations, traffic safety improvements, new road construction, intersection improvements, and much more.
Not only do widened streets and improved intersections reduce traffic and increase vehicle safety, but they also help with our emergency response times. Well-connected streets and freeways are critical to help first responders react quickly in an emergency to be there when we need them most.
Investing in our roads has driven regional growth and attracted major investment. Proposition 486 will sustain this success, creating over 37,000 jobs, generating $176 billion in income, $4 billion in local revenues, and $447 billion in economic activity, according to a recent economic impact report.
Our population has surged from under 100,000 in 1985 to nearly 500,000 today. We need to fund transportation improvements to manage growth and prevent increased congestion and safety issues.
The Road Maintenance and Improvement Fund saves taxpayer money by funding ongoing road preservation, which is cheaper than rehabilitation or reconstruction. Preventative maintenance extends road life and avoids costly rebuilds.
